In the early 1990s social and healthcare was ‘revolutionised’ following the publication of the Griffiths Report. Did, what I would consider an easy sell, really need brand awareness, brochures and posters? And if so, was an entire marketing team required to deliver it?
As months and years passed so did successive reorganisations and restructurings. Targets were adjusted so that no one noticed how we were getting fewer front-line services for our money. The complexity of the system began to hide the problem and undermine the core of what it was originally created to do.
The same is now the case with social housing stock. Housing providers, led by Large Scale Voluntary Transfers, have for some time now been using complex financial models to fund their housing. Generally it has worked well and seen the birth of some rather imaginative solutions. However, £9billion worth of essential housing stock is now funded by some rather more sophisticated models such as “swaps” and “stand alone swaps”. I am no housing finance novice but even I can’t explain how they work. And that worries me.
As the biggest social housing provider in the Netherlands faces break-up over a €2.5billion margin call, the UK’s social housing press has raised concerns over how “exposure” for associations using this model has reached £1.3billion over here.
I am not equipped with the full picture, but at least one UK housing association faces a £170million margin call. With an incredible sense of familiarity and sadness, I hear the money being sucked out of housing just when we need it most.
My intention is not to criticise for the sake of it. The implementation of the internal market for NHS and Local authorities, and the adoption of financial models by housing providers were attempts to change already existing institutions. Consequently, in each case, they were well thought-out and considered. Unfortunately it is often more complicated, costly and less successful to change something instead of starting from the beginning and inventing something new and better without having to make compromises. Such innovation could be delivered with a fixed financial envelope that cost comes in the way of reductions in direct service provision.
So as we, SAF Housing, prepare to launch our Real Estate Investment Trust with the opportunity to start from scratch, it is vital that we build a structure that is sustainable. It must be one that funnels resources towards housing rather into an elaborate labyrinth of sophisticated financial models and management arrangements. Managing a REIT takes specialist skills and is best kept at an arm’s length from the direct provision of housing. Its role in supporting social housing is simply too important to be exposed to “imaginative investment strategies”.
The relationship between the REIT’s investors and the housing provider must be carefully balanced to ensure the needs of each are properly met. The objective is to produce an investment backed housing provision – this can only be developed if investors exchange big upside gains for the certainty that comes from well-managed and maintained property. This is the province of Housing Associations and for this method of housing funding to work, we need them to focus on that job.
On the part of the REITs the risks have to be objectivity assessed to achieve sustainability and affordability. And yes Windows 7 Activation Key, there is a need for scale if the management costs are to be kept to a minimum. So we are going to see the rise of aggregator REITs like ours: trusts that work across several housing providers to achieve economy of scale. In fact we have already offered to support other social housing REITs once our blueprint has proved successful.

Let the housing providers focus on the good governance of housing and their relationship with tenants by keeping the financial risks and drain on infrastructure isolated elsewhere. JPMorgan employees join Goldman Sachs among top Ob no comments
WASHINGTON — President Barack Obama’s largest campaign donors last month included employees of Wells Fargo, JPMorgan Chase and Goldman Sachs, according to an analysis of Federal Election Commission records.

Romney, a former Massachusetts governor and a co-founder of the Boston-based private equity firm Bain Capital, has received strong support from Wall Street to fill his campaign coffers. Comment croire à l’angélisme de Mofaz qui publiait le 3 mars, pendant sa campagne des primaires, sur sa page Facebook la déclaration suivante: “écoutez-moi bien: je ne rejoindrai pas le gouvernement de Bibi. Ni aujourd’hui. Ni demain. Ni quand je serai à la tête de Kadima. C’est suffisamment clair?”, et qui hier, en conférence de presse disait l’inverse: “ne pas rejoindre le gouvernement était une faute historique de Kadima, faute que je corrige maintenant”? Il aurait simplement tiré le frein de secours alors que les sondages le donnaient en chute libre, pour gagner du temps en espérant se refaire une beauté avant l’échéance electorale prevue en octobre 2013.
Ceux dans Kadima qui, comme moi, avaient soutenu Tzipi Livni et son choix de ne pas rejoindre à tout prix un gouvernement qui ne compte pas faire avancer la paix avec les Palestiniens, ne peuvent que rester bouche bée devant ce volte-face. Nombreux commentateurs pensent que Mofaz a peut-être gagné 18 mois de vie politique, mais qu’à terme ce choix aura été le début de sa disparition de la scène. Ils estiment aussi qu’au-delà de la situation malsaine d’une majorité des trois quarts de la Knesset et l’impossibilité pour les dernières bribes de l’opposition de jouer son rôle, la stabilite inébranlable que le Premier ministre aurait obtenu pour terminer un mandat de longueur record à la tête du pays pourrait s’avérer factice. Le dégoût par rapport au monde politique qu’aura suscité cette combine politicienne au regard de beaucoup d’Israéliens, notamment des jeunes, risque de réveiller de plus belle le mouvement de protestation qui agitait les rues des villes israéliennes l’été dernier. Si l’opposition ne peut exister dans l’hémicycle, elle se manifestera dans les rues.
Tout de même, on peut y voir deux réels avantages. D’une part, l’objectif déclaré de cette grande union est de régler quelques grands dilemmes et surtout celui du système électoral israélien. Si ce nouveau gouvernement arriver à réaliser ce miracle auquel depuis des décennies beaucoup se déclarent favorables mais dont personne n’a le courage de réellement tenter de le réaliser, cela vaudra la mauvaise odeur qui plane au dessus du monde politique de mon pays ces jours-ci. NBC premieres up zero—don’t count ‘em, zero—new comedies this fall, instead referring viewers in need of yucks to the Thursday-night lineup emplaced last season: My Name Is Earl, The Office, 30 Rock, and Scrubs. Meanwhile, ABC will have three new sitcoms on offer— Samantha Who? (starring Christina Applegate as a daffy amnesiac), Carpoolers (centered on the rush-hour antics of four suburban dudes), and Cavemen (the Geico-ad spinoff you may already be sick of). Further up the dial, the CW will debut its Islam-themed fish-out-of-water comedy Aliens in America after the third-season premiere of Everybody Hates Chris.
All of the above shows are single-camera sitcoms. In the most basic sense, this means that the action of each is captured with—count it—one camera. The look is cinematic and slick (like such single-camera forebears as The Munsters and M*A*S*H) rather than theatrical and energetic (as with I Love Lucy and Seinfeld and much else filmed in front of a studio audience). But in contemporary TV-land, the term is also a byword connoting hipness and edge and wise-assed sophistication and charismatic oddity. Arrested Development, the ne plus ultra of the form, existed in opposition to all those familiar multicamera sitcoms with a couch in the middle, a laugh track on top, and a squareness that goes to the bone.

Squareness has its virtues Tattoo Supplies, but the multicamera comedies still hanging around—Fox’s ‘Til Death, ABC’s According to Jim, whatever it is that CBS airs on Monday nights—don’t show them to good advantage. The men holding down these shows tend to be slobs and horny goons. They’re sons of Al Bundy, but, tamed of the raw energy that made Married With Children hum, they look like mere drips, and the worst offenders draw the best crowds. Last season’s top-rated comedy was Two and a Half Men Tattoo Supplies, that mediocrity-embracing outfit fronted by Charlie Sheen.
Such is the desolate landscape into which Back to You (Fox, Wednesdays at 8 p.m. ET) rode this week. Set in a local-TV newsroom and starring Patricia Heaton and Kelsey Grammer as the Beatrice and Benedick of the anchor desk, it’s been touted, not inaccurately, as a paragon of the old-school form … and it debuted to an audience that failed to impress Variety: “Back to You won its 8 p.m. timeslot in adults 18-49, but didn’t have the kind of opening night drawing power you’d expect.” Watch those numbers, kids. As goes Back to You, so goes the old-school sitcom.
Grammer’s character, Chuck Darling, is less fussy than Frasier Crane but just as droll. His central trait is an endearing vanity that the actor cops from his idol, Jack Benny. The pilot found Chuck cast out of a bigger market after an on-air freak-out and slouching back to Pittsburgh and WURG-9, where his career began. Chuck’s co-anchor, Heaton’s Kelly Carr, picks up deflating his pomposity where she left off a decade before. If you grew up watching the lovably hokey predecessors of Back to You, then you already know that Chuck and Kelly had a one-night stand back in the day and can probably guess that their boozy union produced a child she’s been raising on her own. Chuck’s desire to show Kelly that he has the stuff to be a good father provides the scenario for next week’s episode: Given a goldfish for his office, Chuck instantly kills his new pet by overfeeding it. His attempt to hide this failure from Kelly involves the slapstick deaths of half a dozen more goldfish and one particularly well-timed thwack of a fish corpse in a trash can.
You don’t need to tell me how cheesy all of this is. That would be akin to mocking all of the stock figures wheeling around WURG (the whippersnapper news director, the hot tamale weathergirl, Fred Willard’s fiercely stupid sports anchor) for being stock figures. Back to You doesn’t have a mandate to be inventive—to try new comedic beats or to attempt daring flights of absurdity. It just needs to be uninventive in a snappy way, a feat readily accomplished. The show’s quite corny, and the corn arrives crisp and warm. This is multicamera comedy as comfort food. Its success or failure says less about the kitchen whence it came than about the fickleness in the American palate.
